Li Qiang, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, Premier of the State Council, and Deputy Director of the Central Audit Committee, as well as Li Xi, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, Secretary of the Central Discipline Inspection Committee, and Deputy Director of the Central Audit Committee, attended the meeting.
The meeting heard reports from the Office of the Central Audit Committee on the audit report on the implementation of the central budget and other financial expenditures for 2022, as well as opinions on promoting the high-quality development of audit work in the new era.
The meeting emphasized that auditing is an important component of the Party and state supervision system, and an important force in promoting the modernization of the national governance system and governance capabilities. Since the 19th National Congress of the Communist Party of China, under the centralized and unified leadership of the Party Central Committee, the Central Audit Committee has promoted the systematic and holistic restructuring of the audit system, and has embarked on a new audit path that is suitable for China's national conditions. The audit work has achieved historic achievements and undergone historic changes. Firstly, we will deepen the reform of the audit management system, and the Party Central Committee will continuously refine and institutionalize the centralized and unified leadership of audit work. The meeting pointed out that to do a good job in the audit work of the new era and new journey, the overall requirement is to focus on building a centralized, unified, comprehensive, authoritative and efficient audit supervision system, and better play the role of audit supervision. We should use our strength to enhance the political attributes and functions of auditing, and accurately grasp, comprehend, and implement the deployment of the Party Central Committee. The meeting requested that we solidly carry out this year's audit work, highlight major issues, increase audit efforts, and promote the implementation of the decisions and arrangements of the Party Central Committee. Focusing on stabilizing growth, employment, and prices, we will continue to keep a close eye on precious fiscal funds, and increase our audit efforts on the implementation of a package of policies and measures to stabilize the economy. Focusing on the development of the real economy, we will increase our audit efforts on the implementation of financial support for the real economy and corporate rescue policies, and promote the implementation of the "two unwavering principles". The meeting emphasized that the "second half of the article" on audit rectification and the "first half of the article" on audit disclosure issues are equally important and must be promoted together. The meeting pointed out that this year marks the 40th anniversary of the establishment of the auditing agency. The Party Central Committee has high hopes for auditing, inheriting the glorious tradition and excellent style of auditing, shaping professional spirit, and improving professional abilities. We must comprehensively and strictly govern the Party's governance and audit, carry out in-depth theme education and rectification of audit team education, and build a loyal, clean, and responsible high-quality professional audit cadre team.
The meeting requires party committees at all levels to effectively shoulder their political responsibilities and improve their leadership in auditing work. The main responsible comrades should personally supervise and manage, and fully leverage the leading and coordinating role of the audit committee.
