On May 31, the third plenary meeting of the 12th Tianjin Municipal Committee of the CPC was held.   The responsibility and mission of the demonstration zone is to continuously create a new situation for the comprehensive construction of a socialist modern metropolis.
The plenary session is presided over by the Standing Committee of the Municipal Party Committee.   Chen Min'er, Secretary of the Municipal Party Committee, explained the Decision (Discussion Draft) to the plenary session and delivered a speech on behalf of the Standing Committee of the Municipal Party Committee. Zhang Gong, Deputy Secretary of the Municipal Party Committee and Mayor, and Wang Changshong, Chairman of the CPPCC Municipal Committee, attended the meeting. Lou Qinjian, Leader of the Second Steering Group of the Central Committee on Theme Education, and Liu Mingbo, Deputy Leader, attended the meeting for guidance.
  A profound analysis of the new situation and tasks faced by the coordinated development of Beijing Tianjin Hebei has pointed out the direction and provided action guidance for further promoting the coordinated development of Beijing Tianjin Hebei on the new journey.     We will firmly adhere to the political height of "two safeguards" and implement them effectively. We should enhance strategic awareness, firmly grasp the new strategic positioning of making Beijing Tianjin Hebei a pilot and demonstration area for Chinese path to modernization, plan and serve the overall situation from the overall perspective, and implement the strategy of comprehensively promoting the great rejuvenation of the Chinese nation with Chinese path to modernization. We need to enhance our awareness of action, take promoting coordinated development between Beijing, Tianjin, and Hebei as a strategic driving force, and integrate it into the specific practice of the "Ten Actions" to promote high-quality development. We will focus on the implementation of the goal of building a socialist modern metropolis in all respects. The plenary session emphasized that efforts should be made to undertake the relaxation of Beijing's non capital functions and support the construction of Beijing's "new two wings", and to do a good job in high-quality relaxation and development. Adhere to both carriers and projects, give full play to the role of Binhai as a strategic cooperation functional area, build Tianjin Binhai Zhongguancun Science Park, Baodi Beijing Tianjin Zhongguancun Technopole, Wuqing Beijing Tianjin Industrial New Town, Beijing Tianjin Cooperation Demonstration Zone and other key and characteristic platforms with high standards and quality, accelerate the progress of projects under construction, and strive for more ease and cooperation projects to be implemented in Tianjin. Adhere to the dual efforts of the government and the market, strengthen policy guidance, mobilize the enthusiasm and initiative of market entities, and enhance the internal driving force of channels and cooperation targets. The plenary session emphasized that efforts should be made to accelerate the construction of infrastructure and build a "network" of regional connectivity. Optimize "hard connectivity", consolidate and improve the construction effect of "Beijing Tianjin Hebei on the track", strive to build a world-class Smart port and green port, strengthen the function of international shipping hub in the north, promote the joint development of Port of Tianjin, Beijing airport and land port, promote the transformation and upgrading of Tianjin Hebei ports and resource integration, and jointly build a world-class airport group and port group in Beijing Tianjin Hebei. Optimize "soft connectivity", strengthen the coordination of transportation operation organization and management scheduling, and continue to deepen cooperation in transportation law enforcement and governance.       Continuously improve the ability to apply the Party's innovative theory to analyze and solve problems. The plenary session emphasized the importance of implementing the spirit of the plenary session, strengthening overall promotion, coordinating the coordinated development of Beijing Tianjin Hebei and high-quality development of Tianjin, coordinating current and long-term efforts, strengthening work measures, and ensuring the implementation and effectiveness of various key tasks. We will solidly carry out economic work, implement the "Ten Actions", promote effective improvement in quality and reasonable growth in quantity of the economy, and ensure that in the first half of the year, the "time is over half, and the task is over half". We will solidly carry out practical tasks related to people's livelihoods, implement 20 popular support projects to high standards, and do a good job in employment for key groups such as college graduates, migrant workers, retired soldiers, and people in need.
